What does a cell phone ping do?

A cell phone ping is about letting the network know where your device is so it can be connected and routed properly. The network learns your approximate location by talking to the nearest cell towers and comparing signal timing and strength from several towers. This gives a rough position, which is enough for routing calls and data and for services like emergency response. It does not reveal the user’s identity on its own, it doesn’t read messages aloud, and it doesn’t transmit the actual content of calls. So the best answer is that a ping gives an approximate location.
